In accordance with Customs union legislation for receiving customs clearance service the agreement between a client (importer or exporter) and LCM Express (customs representative) must be signed. Nevertheless a client can choose the customs representative or declare independently.

Depending on the state laws, import and export of certain goods may be restricted or prohibited.

Customs authorities in every country can set up its own restrictions for goods import or export depending on their type.

Customs payments in Russia are applied in case the declared value of the shipment is over 200 euros regardless of the method of submission of the declaration.

All goods sending abroad have their own harmonization codes. This classification prescribed by the  law and applies to all kinds of goods. For customs clearance it is obligatory to specify HS code for all declared goods.

The customs clearance process can be passed to the outside broker upon client’s request. As soon as the documents are passed to an outside broker LCM Express no longer responsible for the timely submission of the customs declaration or customs release of goods.

All customs duties are calculated in the customs declaration process and, as a rule, their total amount known at the time of release of the goods.

Duties are calculated by the customs according to the goods declared value and import duties.

Cargo - subject to customs payments should always be accompanied by invoice, which should be completed and to assure the company's seal.

If you send a commercial cargo with the declared value, use the commercial invoice. If you send non-commercial (free of charge) cargo, e.g. present, sample, spare part, use Proforma-invoice.

Sending goods abroad could  be subject to payment of taxes and fees for the goods, which is determined by the customs authority of the country of destination. Calculation of fees depends on the value of the cargo. For duties calculation the goods must have a classification code also known as cargo classification. This system was set up by World Customs Organization.

The abovementioned list does not refer to the goods sending to Customs Union and doesn’t contain the goods that are limited for export or import according to Russian legislation.

List of prohibited goods for transportation according to Russian Federation legislation
  1. Materials with sexual content, materials of a religious nature, calling for extremism or terrorist activity, materials aimed at propaganda of Nazi attributes or symbols or attributes or symbols similar to Nazi attributes and symbols confusingly, materials containing information that could cause harm to political or economic interests of the countries - members of Customs union and their state security, health and people morality; materials containing state and commercial secrets;
  2. Goods subject to the law of copyright infringement;
  3. Narcotic and psychotropic drugs;
  4. Rare and endangered species of wild animals and plants, their parts and (or) derivatives included in the Red Book of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation;
  5. Objects of exceptional and cultural value, made over 50 years ago (antiques, works of art, documents, national archives, original archival documents, precious and semi-precious stones, medals, commemorative badges and signs, precious metals (gold, silver, etc.)
